7:00 Welcome & Overview

Sarah Goupell, PBES PTA President 

 

  • Maryland PTA requires we meet in person for voting, which is why we are here.
  • The 9 proposed PTA board members in attendance meets quorum.  Approximately 25 people total in attendance.

 

7:05 Presentation of Nominees for 2020-2021 PBES PTA Executive Board

  • Proposed slate was presented.  Motion to adopt was unanimously approved.

 

2020-2021 PBES PTA Elected Positions:

  • President: Sarah Goupell
  • Exec VP: Sasha Johnson 
  • VP Equity: Shelly Hill
  • Treasurer: Erin Kelley
  • Secretary: Kawsar Talaat
  • VP Communications: Gabe Seiden

7:15 Proposed Bylaws Updates

  • Proposed updates are below.  Bylaws are required to be updated every 2 years.  We are updating to 5 VPs from 4 VPs.  Descriptions of duties are being added as are required for all but Executive VP. Also changing to have executive committee elect the 
  • Motion to accept bylaws updates was unanimously approved.

 

7:20 Proposed Budget for FY 2020-2021

Erin Kelley, PBES Treasurer

 

  • The carry-over of $27k is because of less spending at the end of last year due to COVID-19.  There are big picture line items on the income side (membership, fundraising, ear-marked grants) and expenses for fundraising events, programming committees, staff support, operating expenses, membership dues and insurance, ear-marked grants spending and reserve for next summer’s expenses.

 

  • Proposed expenses match proposed income for the coming year.
  • Thank you to outgoing Treasurer Amy Gibson-Grant who has continued acting over the past two months.
  • No funding in the budget for the food support efforts because those funds are going through the TPES PTA budget as a special line item.  We have a social services fund that will help provide school supplies for students who need them.
  • Motion to adopt the budget was unanimously approved

 

  • Please join the PTA if you have not yet joined this year.  You cannot vote unless you are an active member.

Proposed Bylaws Updates, PBES PTA, Summer 2020

  • Article VI, Sec. 2a: 5 vice presidents (Equity, Membership, Communications, Fundraising, Executive)
  • Article VI, Sec. 3a: Change to having the executive committee elect the nominating committee
  • Article VII, Sec. 2: add descriptions/duties for Equity VP, Membership VP, Communications VP, and Fundraising VP (see Addendum below)
  • Artcile XIII, Sec. 1b: Delegates shall be elected in the last general membership meeting of the school year by general membership.

Addendum: Vice President Duties

 

ARTICLE VII Duties of Officers

 

Section 2. The executive vice president shall:

  1. Act as aide to the president;
  2. Perform in their designated order the duties of the president in the absence or inability of that officer to serve; and
  3. Perform such other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors.

 

The membership vice president shall:

  1. Develop and deploy a year-round membership recruitment and retention plan (with emphasis during the big Back to School time in your community);
  2. Draft and distribute membership promotional materials and sign-up tools; and
  3. Collect and track membership forms and dues in partnership with the Treasurer, ensuring that required dues are also paid to state and national PTA.

 

The communications vice president shall:

  1. Maintain the PTA website;
  2. Coordinate all outgoing communications from the PTA executive committee to the school community; and
  3. Work with committees to provide communications support.

 

The fundraising vice president shall:

  1. Along with PTA and School leadership, identify fundraising goals;
  2. Lead and organize fundraising committee to satisfy fundraising goals;
  3. Oversee all committees with a fundraising mission; and
  4. Present reports on proposed fundraising activities at board and association meetings for approval.

 

The equity vice president shall:

  1. Oversee initiatives related to equity, social climate, instruction, and advocacy;
  2. Streamline and coordinate school volunteer and resource needs for the school and teachers; and
  3. Review all outgoing public communications from PTA for inclusivity.
